Charles is the mayor (and possible Zone Leader) of the Everplain Acres Zone. The cowardly man lives under the shadow of his popular late grandfather with his granny.
History
Around Hallowe'en 2011, the Everplain Acres Zone began to be terrorised by ghosts and monsters, so Charles called in Tails to investigate. The hero asked Charles to come along on as a guide, only reluctantly going when his grandmother forced him into it. Along the way to the Crystal Mines, Charles was repeatedly spooked by loud noises until he noticed the source of the problem - a range of Badniks dressed to look like ghosts and other creepy objects. Whilst Tails fought the robots, Charles hid behind a rock. An Orbinaut found him and was about to kill him when Tails located the power source and shut down all the Badniks.
Soon after, Charles led Tails into the Mineworks Hub but was powerless to stop the fox falling into a pit. When he noticed that a giant spider was inhabiting the hole, Charles hid once again until Tails had defeated the threat. However, he was alarmed to hear that someone that looked just like him had helped Tails out of his predicament and stuttered his way out of the mines.
