Mr Lowe is an employee of the Transylvanian Friendly Bank. Along with his associate, Klaus, he is reponsible for chasing up payments.
History
As part of his daily routine, Mr Lowe called in at Castle Frank N. Stein to speak with new customer Chuck D. Head. The small, bespectacled man was initially polite to Igor, but watched as Klaus thumped Chuck in the face. With a smile, mr Lowe went on to demand money "owed" by Chuck and asked Klaus to provide an "explanation". Mr Lowe soon turned to business, revealing that Chuck owed money from setting up charges, administration costs, management fees, registration fees and the expense of being put on a privileged customer database. He then happily revealed that the TFB's advertising campaign was a lie.
In an effort to ease Chuck's worries, Mr Lowe provided the monster with a contract, allowing him to pay his debts by tomorrow dinnertime or risk medical experimentation. Lowe watched as Chuck signed (Igor's name) and moved on to the next house, disgusted that the next target was a little old lady who borrowed 50p to eat for the week.
